Automation with conditional sending both emails

I have an automation set up with a conditional. The problem is that I am receiving both emails, one for the alert and one for the update. Any thoughts on why that is

I'm not sure what the sheet contents are like, but if there are multiple rows and some meet each condition, this could be why.

I'm not sure if the automation condition checks for each row, or runs once. If it checks for each row then I should have more than 2 emails. If it only runs once then there should only be one email.
