Is Smartsheet going to add API Calls for WorkApps?
Will we be able to access workapps via the api? Such as giving permissions to roles etc through API calls?

I don't know if or when Smartsheet will have a public API available for WorkApps.
It would be helpful for the product team to know about your use-case for this, and why you would prefer to do this via API instead of the UI. If you wouldn't mind creating a new Idea post on this topic, it will allow other Community members to vote on your enhancement request and provide additional context around their use-case as well.
