Join/Collect Formula to Create a Dropdown List

I am trying to create a dropdown list that is using the join/collect formula. I have the following data in the reference sheet, but want the dropdown list in my main data table. Is this possible?

You'd need to use the Premium App, Data Shuttle, or the Smartsheet API to automate Dropdown lists.

Would any of those options work/help?
