Modified date column update even if there are no changes ?

I have the modified date column set up as a review sign off date as well. Its part of auto update form that is emailed out to the team to verify project status and sign off. But if there are no changes say in the status. The modified date column does not update to today's date ? If the team deletes, enters the same number and save the sheet, Modified date column populates with last updates date, not today's date. Is there a work around ? Do I need to add another date column ?

I'd recommend setting up a Workflow combined with the Record a Date Action.
