Using simple sheet to manage requests. One column is the assigned person which is set by requests manager.
How can I send notification to the assigned person?

Make sure your assigned person column type is a contact list. Then you can create a workflow with the following settings:

Ahh, stupid me. I was quick and did not see that I can change/select the Send to contacts in a cell option.
