If you haven’t already, I recommend submitting a support ticket through the new Smartsheet Support Portal and seeing if they can help.

This may depend on how you deleted the user and why are you are looking to restore them.
Here's the Help Article that goes through how to delete a user, which explains all the steps / configurations that you can set up:
If you need to add them back to your account, you can do so with the same email address.
Note that if any items they owned were not transferred before they were removed from your plan, those items become locked in a read-only state and will be deleted after 30 days (unless that account receives a license again, either from your plan or a different plan).
