Open a form when cell = Yes

I have a field that will ask if a CAPA is required. If the cell = Yes, I would like to oen a form URL so that the user may start submitting a form from another sheet.

Neither from a form, nor from a grid, can you auto open a file based off of a field selection.

Closest thing that comes to mind is that you could have a column next to the column where the user would select YES for CAPA requirement, and when YES is selected the URL is entered into the other column's cell. Then the user could click the URL. If they select NO, then you could have the cell blank or display a message letting the user know "no further action" or something like that.
