Auto-populate Form Fields

I am trying to automate triggers, forms and fields and I am NOT a savvy Smartsheet user. Here is the scenario:

A user submits Form #1 to apply to an online program. There will be over 3000 users applying.

Forms updates Sheet #1.

Employee verifies eligibility to participate in online program.

Employee updates "Course Enrollment" column with the URL to enroll in the course.

I want this update to trigger an automation that:

Includes a link to Form #2, which contains checkboxes that the user will attest to as a participant in the online program along with the URL from the Course Enrollment field. Form #2 will be pre-populated with user's email, first and last name from the row. Upon completion of Form #2, one column "CONFIDENTIALITY AGREEMENT COMPLETED" for that user's row in Sheet #1 is checked.

I'd recommend using the Update Request feature after the initial form instead.

The 3000+ users submitting the initial form do not have access to the Sheet. Form #2 will have 8 fields that are not columns on the sheet. When Form #2 is submitted, one field in the Sheet will be updated.
