I am trying to combine two charts into 1 but is not working

I am trying to combine a chart that displays the number of programs and the type of issues per program, unfortunately, I cannot get it to work. I want to create a chart with totals per program and one more that display the type of issue per program. The chart I am getting is only showing totals for programs but there is no info for Issue types, is there a way to show the issue types per color and its respective label? Thanks

Set the Issue Types as their own columns and have the totals for each program listed out across theses.
