Is there a way to create a report that queries a sheet and shows any rows that haven't been modified in the last 30 days?

Yes, it is! You'd add the Modified Column and is in the last 30 day(s) in the When section.

What about creating a report that shows if a column has NOT been modified in the last 30 days?
When adding the condition of when the date is within the past 30 days, there is a checkbox at the bottom of the criteria window that you can check to exclude rows that meet that specific criteria and show everything else.
I missed adding the NOT.
