I am setting up automatic notification emails when an attachment is automatically added through an API. I need the notification to only go out with particular attachment and am unable to find a way to do so.

At this time we do not have a way to trigger notifications based on more detailed criteria than any type of attachment simply being added or changed.
When you have a moment, please submit a Product Enhancement Request to let our Product team know that you'd like to have this functionality in Smartsheet.
