I've created a solution for a client recently with a point system, looking at the completion time, complexity, and how many tasks got done.

It is a little different. I was thinking that a user could use a form to submit the completion of a defined course/skill. That would be tallied up with other submissions to give a overall completion. Different percentages will define the level the user would be at.
