I am trying to count the number of times 2020 in one Colum appears when January is in another Colum?

I am getting a #invalid data type error

=COUNTIFS(Year:Year, 2020, test:test, "January")

@Brent Bowser that formula looks right assuming test column is referencing the month. What are the column properties for both Year and test column? Are they both Text/Number?
