I just purchased the Business package with the basic three users but cant add users

I have one user added. When I try to add a second user, I get an error message. See screenshot. I have tried several browsers and they are all up to date. It looks like it is still seeing us on the free account we started on.

It has 3 of 3 but I have not set up other users nor do they show in User Management. I have a few sheets shared as view only to external clients but that is it.

Just the one user. And when I try to add a user I get the error I posted in the first image.

Please open a ticket with the Support team about this with the screen captures above; it will be helpful for them to also see your main Admin Center page as well as the email addresses of the users you want to add as members of your plan.
