How can I view the user who updated a cell? Even though somebody is signed in, the user name is always showing "Form User"?

That's an entry from a web form, correct? You'll need to require users to login to submit your web form. Edit the web form, and select "Form Options" > Accessible By" > "a registered Smartsheet user (requires login)".
In short, the answer is you can't -- if the user submitted the cell change via a webform. Unless you do as Anthony suggests.
