My question is how to control Licensed Users in annual subscriptio in terms of replacing one of them during the subscription.

Are you using Team or Enterprise? For Team, I had a creator (licensed user) leave the company and I was able to assign that license to someone else.

If you are looking to replace a licensed user with a new user while in your subscription, you can follow the steps in this help article to transfer access from one account to another: http://help.smartsheet.com/customer/portal/articles/1235045#transferteam
Any Sys Admin can go into User Management (Account > User Management), right click on a user and select to edit the user. Within the edit options you can remove a license from a user which will make it availalbe to assign to another user. You can use this method to manage who has licenses on your account at any time.
