Jumping in to verify what Support said above:
In the User Subscription Model, Membership is determined by core asset permissions. Permissions dictate what actions a user can and can’t take on an asset, so any action that requires permission triggers provisional Membership.
Users looking at a published item that is set to allow access to "anyone with a link" do not require direct sheet sharing access, therefore it will not trigger provisional Membership.

Hey everyone, I recently added this feature into SSFeatures, so that you can copy and paste automation workflows between sheets.
To copy and paste automation workflows with SSFeatures:
- Click the Copy button.
- Open a different sheet.
- Click the Create from Scratch button.
- Click the Paste button.
Then SSFeatures will paste the automation workflow into this sheet.

We use Smartsheet to Work with Flow by creating solutions that streamline processes. These solutions could be a single department or cross department solutions. We are decreasing the dreaded email threads and back in forth through automation. We have showed value in the Smartsheet Product by tracking hours saved through our solutions. 2024 we had an overall total of 2153 hours saved.

I was trying some testing with Embedded code and Free Online Chat Room services with the Web Content Widget, but I too was unable to create a Chat Room. I love the idea of this feature, and thanks for raising an Enhancement Request!
Although you have mentioned you would like this not to just be a Sheet, this was the only solution I could create. If you are interested, here is my example below.
With this, I just created a Sheet, hid all the Columns, made the Primary Column as small as possible, and opened the Conversations tab. From here, I added this as a Web Content Widget, and then resized it to hide the Right hand side ToolBar, and to only show the conversations box.
