Form attachment is not visible for approval step

I have created a ss form that users will complete to adjust operational hours for a particular job site location. These requests need to be approved, so the workflow is designed is move the submitted form to a second level for approval. Everything works except the approver cannot see the attachment when they receive the from. I have attached images of the form before its submitted and after its submitted. I had to split the screenshots of the form into two sections.

Form3&4 are pre submission.

Form1&2 is what the approver sees after the form has been submitted.

Is there a way to make the form attachment visible to the approver?
