User views sheet after being deactivated

I am a system admin. I just reviewed the activity history of a sheet. I noticed activity from a user who was deactivated. Upon reviewing the list of users, this user had been deactivated on 4th October 2022 at 11: 25pm. The user viewed the sheet on the same date at 23:32:29. If I am correct, this was 7 minutes AFTER he had been deactivated.

Is this supposed to be able to happen? Am I misunderstanding how deactivating works?
