Custom Welcome Screen

I have created a dashboard with a ton of resources my company uses. I want to enable the custom welcome screen feature, but I can't figure out if this will display for all employees every time they log in, or if this will just display for new hires when they are added to our Smartsheet account. Ideally, I want the latter, since I worry that being hit with the dashboard upon every single log in will be tiresome for most.

What are my options here? I want to test it out, but being that the dashboard isn't 100% ready for roll out, I don't want to prematurely drive everyone to see it.

It would only show once, but if you make any changes you want to ensure everyone should see, you can reset it so it would show again.

What is a dashboard welcome screen feature? Where can I find that? I'm on one of my dashboards and don't see how to get to one or set one up or anything. Must be something I missed.

@Mike TV I believe the feature is only available to users with an enterprise plan, and only admins can set it up. But see the help article below for what I'm referring to.

Hello! I haven't found a way to share this with everyone. I've published it to all users in the owners account, but it doesn't seem to be working still? Any ideas? Each time someone is added to our plan- they have to request access and I approve it for context.

Is it possible that the URL used in the Welcome screen or message was the direct URL to the Dashboard instead of the Published URL?
