Set up reminders - unlicenced users


My collegue does not have a licence, and is the admin of a sheet that I have created for her. She would like to set up reminders for other people within that sheet, but it seems she can only set up reminders for herself. When she tries to change the recipient name of the reminder, an error message appears saying that she needs a licence to do that. However, in the Smartsheet Learning Centre is written tha 'The Owner and sheet Admins can create row-level reminders with any recipient'.

Can you please clarify this?
