"Blocked" cell that is linked

Hello I am having a blocked error and the cell is linking to another sheet. It is not a formula in the cell that is blocked. The cell that is being referenced has a value (does not show an error). I cannot figure it out. I removed the cell link and re linked it. The error persists.
