Keep Rows and Columns from Being Moved but Allow Cell Editing

We share out sheets with customers that need to be able to update some information in the sheet. Our rows are in a specific order but sometimes they get moved around. Does anyone know if there is any way to prevent that? or a way to revert back to a previous version aside from creating a duplicate before others edit?
