Smartsheet\JIRA - Internal Timeout should be upped so it can work with Atlassian JIRA

When connecting Smartsheets to JIRA 8.13.6 and 9.4.3 as part of a PoC, we get FilteredRowFinder errors consistently. The Smartsheets JIRA connector unless the internal timeout is raised on Smartsheets side of the fence.

There is a Atlassian suggestion JRASERVER-30170 raised but this is over 11 years old and won't be implemented. As this is a Smartsheet's owned connector into JIRA, the Smartsheet's connector should be built to work seamlessly with JIRA (not the other way around)
