Workflow based on date in a Sheet

I am trying to set up a new workflow based on our company's quarterly calendar. I would like to have the workflow generated 30 days prior to the end of the quarter. I have created a sheet that lists all this information. I was thinking I could make it dynamic by using a formula in the Main sheet that is looking for the closest date AFTER today. This way the cell would always populate the new date as the quarter changes. But the trick is setting up the Workflow based on a cell in a sheet rather than something I type in. Is this even possible? Below is a screenshot of my Quarterly calendar that determines the date 30 days from the end of the quarter.

    How would I use the Conditions section? My goal is to have the workflow sent when the date in the 30 days out field is reached. It will be sent to the person in the PM field. And the objective is to have them fill in all of the blank fields. Each record is likely to have different blank fields. This type of workflow is new to me, so I appreciate your extra assistance on this.

    You would pull in the 30 days out column and use that as the trigger. A condition is not necessary. When setting up the workflow, you would select to have it sent to a recipient in a cell and then select the contact column that has the PM listed in it. Then you can use the message settings to select which fields are sent. If you are wanting them to update those fields, then you would use an Update Request.
