De-couple the upload attachments setting from the possibility to download reports

Deactivating the 'upload attachments' option also deactivates the possibility to download administrative reports like e.g. the sheet access report.

Coupling those two seemingly unrelated functions (one is user facing, one is administrative) behind a single toggle, is highly counterintuitive. It also took Smartsheet support multiple escalations to figure this out.

Please keep administrative functions separate from user functions, starting with the one mentioned above.
