Auto Provision Problem

I work for UIF and need to add users with email addresses from UIC. However, there is a person with a UIC email address that has a SS account which auto adds all users with a UIC email address. Everytime I need to add a UIC user to my account, I have to ask the UIC owner to turn off auto provisions, and send a new SS invite. The new user has to accept while the auto provisions are turned off . It makes the very simple task of adding new users very time consuming and challenging. I need a better way to manage this problem.
