If a free user has access to a report as an editor, and has commenter rights on the sheet, will they be able to make updates to unlocked fields in the report?

They will have access based on the most restrictive setting between the two.

I am the owner of the sheet/workspace. I have given Admin Privilege to a few non-licensed users. One user was able to create a new report, and another user is getting this error message. Is this a Smartsheet issue?
