Why are my noticiations to a Dynamic View Link Not Working

We have a dynamic view we are trying to use where we have the below automation to send an email to the people in the following column cells.

 But, the emails are not getting sent out, I even have myself in the cell to ensure the emails go out and it is not going out so my subs are not being notified 

I dont understand why the emails are not going out?

This could be an administration setting. We had this issue on occasion and noticed that although we corrected the setting in the project workspace, the system administration still needed to update the notification settings on that end.
