Is there a way to create a master agile resource tracker and link it to every other project without having resource management?

If you're on a Business or Enterprise plan, you can use a Report to look at data across multiple sheets. As long as your Resource columns with contacts are set as single-select, you could Group by the contact column to view each person's assignments across multiple sheets.
Reports can display content in a Gantt view so you could see if any tasks for the same person contain overlapping dates (sorting the Report by the Start Date column).

When you're creating the Report, you can select all the project sheets you want to reference.
