How to apply a status with multiple factors

Hi -

I would like to determine status based on % completion and target fiscal quarter due date vs current date. The sheet is being used to provide an update on an annual workplan activities.

highlighting a smile face for 100% completion or in progress IF within the Q1 timeframe.

highlighting a frown face for less than 100% completion if overdue from Q timeframe.

any ideas or tips for the formula to utilise?

You could use the Change Cell Action in Workflows to convert it to % Complete value.
