Make shared filters available to Pro Plan users

Currently the option to create a filter and mark it as a shared filter - for licenced collaborators to use is only available to Business and Enterprise Licence users.

I vote that this feature is a basic collaboration tool - and something that should be available to the Pro licenced folks as well.
