Hello, I've created a form, where the back end of it is a sheet where all the information is saved. I want to restrict visualization based per person and division. So for example, IT can only see their IT information, HR their HR information..and so forth. without sharing the entire information to everyone. Thanks.

This is going to b a perfect use case for the premium add-on Dynamic View.

Otherwise you would need to create a report for each division and put that in a report widget on a dashboard for each division.

I tried dynamic view; and used "restrict view by current user" where I select supervisor name. where the email is linked in this cell. I saved it closed it, and refresh. Still users can see the entire sheet. Any advise on this?

They should not be shared to the sheet. They should be shared to the Dynamic View.
