What's the best tool to track simple request that comes to our legal office?

I work for a government agency and I'm in charge of tracking questions that come to our office, like what the question is, the topic, who is handling it, date of request and date completed, how much time it took (e.g., 15 minutes or 2 hours). Then maybe create reports on the type of questions that came in, how many request someone handled, etc.
