What does Smartsheet system admin can do for improve Smartsheet usage in company?

One Project Manager ask for Smartsheet system admin and he wants to help company to improve how to use Smartsheet.

I have one account only assign Smartsheet system admin no license not for any group. This account cannot access any sheet/dashboard/report. How can this system admin account to help? Change setting? that's not related to any Smartsheet.

Any idea/suggestion?
