There are some options.
- Check the Cell History
- Check the Activity Log and request a Snapshot
- If you have weekly backups enabled, you could check that
- If nothing above works, the last option is to send in a Support ticket through the link below.
If you haven’t already, I recommend submitting a support ticket through the new Smartsheet Support Portal.

As @Andrée Starå noted, if you're looking for Support from Smartsheet, you will want to open a ticket through the Portal. However if you need help with any questions about Smartsheet from other people that use the product, that's when posting here in the Community is great!
For your specific request, if you're the System Admin of the plan that has this user as a member, you can manage this yourself. Here's more information: Admin Center: Add, edit, or deactivate users. You can transfer owned items from one account to another.
