Reports (Card View) - NOT see the name of a deactivated user or a user with no tasks

In Reports (Card View), I have it filtered by user name, but is there a way to NOT see a deactivated user name or a user with no tasks in the report. They all come up as 0 activities, but I'd prefer that if they don't have current tasks that their name not appear in the report. I want to keep their name in the user column as a point of reference in the sheet but for their name to not appear in the Card view of the filtered report.

Are you able to move all the users that are deactivated under a parent heading called Deactivated or similar to where this would be feasible?

Thanks Trish. I am not sure I am following the "parent heading" idea. Can you explain further? Resources are assigned to a task & I want to keep their names in that task, but not appear in the Card view report as it is unnecessary for this particular "active" tasks report and wastes real estate on the screen. I created a filter to eliminate specific people, but it still shows their names, just with no tasks. This works fine for the Gannt view, just not Card view.
