Why is Re-Set Baseline not Available to a Licensed, Editor can Share

Hi,

I have 3 new PM's that have created their projects but cannot re-set their baselines. The option is not available.

I can re-set for them as Owner but I don't want to keep doing this on their projects

Users must have Admin permissions or above to be able to reset the Baselines.
