How to use a hierarchy with piechart
I am trying to create a hierarchy and apply it to a pie chart that is already existing. I am wanting to show what percentage of one category in the pie chart is made up of something else, I did not create the dashboard or the data attached.

Are you able to provide some screenshots for context?

I am wanting a sub-category under the first bullet, and for the pie chart to reflect what section of the first bullet is made up of the sub-category.

That's not possible in Smartsheet. You would need to just create a chart that shows all sub-categories and just at that level.
You can create a series of charts to show the main categories and then separate charts for each of the sub-categories within, but you won't be able to combine them in Smartsheet.
