Pre-Filter Summaries in Row Report

I have created a row report and my supervisor wants to see the summary of all site visits conducted, but filter the report to show only the visits that resulted in issues.

I can summarize the report before the filter and after, but the Counts change once the filter is applied to show only the items with greater than zero issues.

So the county of visits shows as 428 total visits, but once I apply the filter that count changes to 226, but my supervisor wants to retain the pre-filter count in the report. Any ideas?

1. Create a summary field with the total visits.
2. Create a field that then pulls that in.
3. Then include that field into the main report
4. To make sure it stays at the top use a flag of some sort so that it is a line on its own.
