Attachments in Reports

Is there a way to include attachments on a row in a report that is being sent as an attachment? We have an issue tracking system set up in Smartsheet, but have been directed to move it to Jira. We can successfully create a report with the necessary information, but I'm not sure if the attachments can be included in the report in some way.

Attachments can be included only as a link and not the actual file.
