Change Another Row with Workflow or Conditional Formatting?

Hello,

Is it possible to use a workflow or conditional formatting to change another row when a condition is met in a different row? For instance, when the status column in row 1 is changed to green, I want Smartsheet to automatically change the color of a cell in row 2 (or make some change in row 2).

You would need a helper column with a formula to flag the next row and use the flag as your trigger.
