Solutions as templates

I have built a meeting minute solution with the following assets;

Many of the users on our team are unlicensed. I tested whether or not an unlicensed user could use a 'Template'.

And they can. That's the good news.

My Meeting Minute solution really needs all 3 parts which are connected with links. Is it at all possible to create our own 'Template' solution like the ones that Smartsheet deploys for us??

You can't get it in the same way as the Solution Center, but you could either have a folder or Workspace that they make a copy of, or if you have access to Control Center, you could use it to create a folder/workspace.

Make sense?
