How to reduce connected user count?
As our contract is scheduled for renewal on February, I plan to do user clean-up as the system administrator before the renewal takes place. I'm currently considering whether it would be more effective to remove the identified users entirely or simply deactivate them to reduce the overall connected user count. Your guidance on this matter would be greatly appreciated.

If your users previously had a license, then removed and deactivated users will still be included in your Connected User count as "Previously Licensed Users" if they interacted with any of your sheets/content in the last 365 days, regardless of when they were deactivated or removed.
