Attachments won't be uploaded from third party apps

I'm using Zapier to upload my filled out Docusign form data into Smartsheet rows now everything seems to work fine except that when it comes to upload attachments I'm getting a error msg "access denied" I've contacted Smartsheets support and they told me that I have to generate a API access token key, I've generated one but it didn't help.

If anyone knows how I can resolve that it would be of a great help.

Is it possible that the System Admin for your plan has put restrictions in place in regards to Attachments? Here's more information: Content and chat controls

This is the API documentation regarding attachments that Zapier would be using to connect. Keep in mind that the API still requires the attachment to be a support type: Supported file types, sizes, and other requirements
