Locking Row function only available in certain sheets

Hello,

I am trying to understand why only certain sheets have the option to lock rows? I am the owner of each. There is not an option to select the lock in this sheet.

I have the option in this sheet.

My license is the same for both. Any ideas?

    @Alane My sheet did not show the Lock Icon either. However, If I right click on the blue bar on the left of the row, I have an option to choose Lock and then the Icon appeared.
