Could you expand on this request? There are multiple ways to achieve this today.
Can you provide details on how send a survey request to a list of email addresses?
easiest way would be using a sheet, add contact column and put your email contacts in each row, then a second column for the form link, put the link in each row, then create an automation to send to every one in the sheet.

@Koleen Steiner an update request would only work if you already have the row. It sounds like this person has a form that they want to share to a group of people via email. So it would be an alert with the form link.
