Client Access to Dashboards

I have a system of dashboards that are interconnected. When I attach the URL to the client portal, they should be able to access all of the other connected dashboards for the company's departments. However, I am struggling because they are not able to access the dashboards using the given URL. I have made progress because I had a tester see the original dashboard, but when they are trying to see the departments they have to enter emails or have a Smartsheet account.

I have tried publishing all of the connected dashboards and that is not fixing the problem. All of the client's employees have had all of the dashboards shared with them. When I test it, all of the dashboards are connected, but without an account they are not able to move among dashboards.

Please help. What am I missing?
