Countifs not working for project by month

Hello all,

I want to count 3 different project types, by the number our team does each month. Two of the 3 project types are coming back with data. Why am I getting an error on the other? Here is a snippet:

I keep getting the invalid data type error on it.

Check the range of the other sheet so there are no cell errors.

@Andrée Starå - Yes, it's interesting because the range reference is the same as the other two rows, but this particular row is coming back with an error. Unfortunately, I had to do it more manually by entering a specific date range for what I wanted and just copying and changing for each month. Like this:
