Can't find sheets assigned to new user

Personnel changes. Need to move assets from current user to his/her replacement.

1- Created new user

2- Transferred owner permissions and owned groups to new user

3- Deactivated old user

On new user profile, i run "Sheet access report" and see the 2 sheets he/she has inherited. The new user cannot see these nor i (admin) cannot see nor find these sheets via search bar.

What step am i missing?
